Title Heavy enforcement in EV charging zones from May

Subject According to the amendment of the Act on Promotion of Development and Distribution of Environment-friendly Motor Vehicles, Cheongju City announced the expansion of heavy enforcement on activities that interfere with electric vehicle (EV) charging to all public charging facilities, including apartment housing, strengthening the enforcement efforts.

In the past, administrative fines were imposed only on activities interfering with EV charging using quick-charging facilities installed in parking lots with 100 parking stalls or more. Following the amendment of the Act, however, fines may be imposed on violations in all EV charging zones where charging facilities are installed regardless of type.

Cheongju City will take time to advertise and provide guidance on illegal parking and activities interfering with EV charging in EV charging zones until April to lessen citizens’ confusion, and impose an administrative fine of up to KRW 200,000 by implementing heavy enforcement from May.

Activities that interfere with EV charging that are subject to the enforcement include: parking general vehicles in the charging zones; piling up objects in and around or blocking the entrance to charging zones; continuing to park vehicles after a set period of time after a full charge (one hour for quick-charging, 14 hours for slow charging); using charging facilities for purposes other than charging; and deliberately damaging charging facilities and lanes in charging zones.

Meanwhile, targets for mandatory installation of EV charging facilities have been expanded to facilities with a total parking capacity of 50 vehicles or more. Accordingly, in new buildings, charging facilities must be installed by at least 5% of the respective parking capacity. As for existing buildings, charging facilities must be installed in public facilities and apartment housing by at least 2% of the total parking capacities by January 27, 2024 and January 27, 2025 respectively.

A spokesperson of Cheongju City asked citizens to avoid disadvantages in line with a rapid increase of reports on activities interfering with EV charging, especially in apartment buildings as of late by saying, “We will dedicate efforts to install charging facilities in order to provide convenience to EV users and strive to establish proper EV charging culture.”
