Title Support for the return to normal to overcome COVID-19

Subject Cheongju City plans to find and promote projects that were excellently promoted before, as well as new projects for citizens and policies, to revitalize the local economy to overcome the COVID-19 pandemic in 2022.

▶ Revitalization of the local economy and financial burden relief for the working class
Cheongju City plans to proceed with a policy worth KRW 28.9 billion for economic stability to revitalize the local economy and ease the financial burden of its residents. It will also continue giving out 10% incentives (maximum of KRW 500,000/month and KRW 5 million/year) this year when charging money through Cheongju Pay.

The city will also decrease monthly water and sewage expenses by 10% for six months starting this month for all industries, including households, to resolve accumulated fiscal debts and implement water and sewage expenses, even though water expenses were to increase by 8.7% and sewage expenses by 25% starting in January 2022.

▶ Support for management stability of small business owners, entrepreneurs and farm workers
Cheongju City will drastically ease the evaluation criteria for special management stabilization funds for small and medium-sized enterprises (SME) experiencing hardships due to the COVID-19 pandemic by initiating the 3‧3‧3 Hope Project for SME Vitalization, which will offer loans of up to KRW 300 million per company with less than 3% in interest.

In addition, small businesses and small business owners subjected to the vaccine pass will be provided up to KRW 100,000 per business to purchase devices for QR check-ins, hand sanitizers and other products for quarantine. Wedding hall businesses will be provided up to KRW 500,000 a month and KRW 6 million per business for various expenses, such disinfection costs, products for quarantine and related labor costs, to emphasize the importance of preventive measures against COVID-19 with efforts to return to normal starting this year.

Meanwhile, a project to rent out 1,373 agricultural machineries (73 types, incl. tractors and combine harvesters) will be initiated this year following from last year’s project to alleviate financial burden of farmers who were affected by the pandemic, while rental fees will be decreased by 50% until pandemic-related conditions become stable.

▶ Economic and psychological support for COVID-19 high-risk groups
Cheongju City has secured KRW 3.2 billion to provide citizens who have faithfully followed quarantine rules and preventive measures under the Infectious Disease Control and Prevention Act during hospitalization or quarantine (at hospital or at home) due to COVID-19. Support for living costs range from KRW 488,800 to KRW 1.7 million per person and is calculated based on the number of household members and quarantine period.

Food, such as instant rice and noodles, as well as daily necessities, such as toothbrush and toothpaste, will be provided while in quarantine as relief supplies.

As numbers of positive COVID-19 cases increased drastically (from 11 cases to 120 cases) in daycare centers and kindergartens in December 2021 compared to the previous month, the city will provide KRW 300,000 worth of childcare support per children between the age of 0 and 5 who tested positive. Packages, including toys and snacks, will also be provided for the economic and emotional stability of children who are receiving treatment.

Home visiting childcare services will also be available for children (0 to 9 years old) who need care while receiving at-home treatment.

▶ Support for the great paradigm shift of arts and culture
Cheongju City is planning to promote a support project for local artists and organizations to help the growth of local art circles who are struggling due to the reduced number of performances and exhibitions during the pandemic, and to quench the residents’ thirst for cultural activities due to restrictions, such as social distancing.

The city aims to provide artists with online video production training through an agreement with the Chungbuk Community Media Center in the face of the great paradigm shift of the arts and culture to digital. It will also strive to create a uniquely local archival culture by providing support for creating and presenting works ranging from visual arts to performing arts.

Moreover, there will be a video-based book art program offered to 1,500 elementary school students, as well as an online “Jikji” (abbreviation of “Anthology of Great Buddhist Priests’ Zen Teachings”) program to educate students about the cultural and historical values of “Jikji” and the Cheongju Early Printing Museum.

Cheongju City also plans to discover “Cheongju-type projects” for various sectors, such as revitalizing the local economy, providing concentrated relief to pandemic-affected areas and assisting vulnerable groups shadowed by welfare blind spots. The city will also actively create additional budgets to work with citizens for continuous efforts to overcome the pandemic.
