Cheongju-si is dedicating its efforts to construct an industrial complex through a systematic method based on the balance between supply and demand.

The construction of the Cheongju-si industrial complex holds high significance since the facility is expected to drive the development of the local economy, and furthermore, development of the national economy by attracting companies, and consequently boosting the youth employment rate in the region.
In order to prevent reckless development of the industrial complex, Cheongju-si is utilizing the Supply and Demand Program for Industrial Locations in Chungcheongbuk-do Province (2016~2015), Survey on the Demand for Cheongju-si Industrial Complex and the Mid to Long-Term Construction Plan (2018~2027), and 2030 Basic Urban Planning in Cheongju-si to analyze the demand on the Cheongju-si industrial complex and the desirable amount of supply. Based on the outcome of the analysis, Cheongju-si is thoroughly reviewing project operators’ letters of investment intent and applications for the industrial complex construction project in order to maintain a balance between supply and demand. Through this process, it is expecting to construct the industrial complex in a systematic and structured way.
Currently, the rate of available space in the industrial complex is 0.03%. Due to the significant lack of available industrial facility space, the demand outweighs the supply immensely.
Cheongju-si is currently working on nine industrial complexes including Cheongju Technopolis, Cheongju Ochang Technopolis, Osong 2nd Life Science Complex, Guksa General Industrial Complex, Nam Cheongju Hyeondo Industrial Complex, Seochang Techno Valley, Oaksan 2nd Industrial Complex, Bugi Industrial Complex, and Cheongju High Tech Valley.
It is deemed that the construction of these industrial complexes is crucial for Cheongju-si to meet the 2025 demand on industrial spaces in Cheongju-si on schedule. Therefore, successful construction of the industrial complexes that it is working on is essential.

The construction project for Cheongju Technopolis General Industrial Complex (the 3rd district expansion) is currently based in Gangseo 2-dong, Heungdeok-gu. The project was approved in February last year, and underwent processes such as obstruction inspection, and appraisal and assessment. The compensation process for the incorporated land started last December, and approximately 40% has been completed so far.
Cheongju-si will notify compensation prices for obstructs starting in this month, and will commence with the compensation process. Once compensation for the affected land and obstructs is completed, cultural asset excavation and digging will take place with approval from the Cultural Heritage Administration.

Ochang Technopolis General Industrial Complex (1,493,000㎡) is based in Hugi-ri, Ochang-eup. The project was delayed due to a difficulty in procuring the PF fund. However, the project commenced the land compensation process in December last year, showing signs of recovery back to the normal operating status. The land compensation process is scheduled to complete within this year.

Guksa General Industrial Complex (956,000 ㎡) is a project based in Guksa-ri, Oaksan-myeon, Heungdeok-gu.

As the original project operator, Guksa Industrial Complex Corp., failed to launch the development project according to the enforcement plan, having purchased almost none of the planned project land, the city canceled the project appointment in January last year. In this past February, it held an open bid to find a new project operator. It is expected to appoint a new project operator in June at the earliest.

Nam Cheongju Hyeondo Industrial Complex (project area 1,052,000㎡) is based in Hyeondo-myeon, Seowon-gu. The project has gone through administrative processes such as the 2019 environmental impact assessment and industrial complex plan inspection, etc. On January 31, the industrial complex plan received a notification of approval.
Industrial complexes that are currently being planned for construction include Seochang Techno Valley General Industrial Complex, Oaksan 2nd General Industrial Complex, Bugi Industrial Complex, and Cheongju High Tech Valley. Cheongju-si is planning on reporting a notification of approval after undergoing a review by the Chungbukdo Industrial Complex Plan Deliberation Committee.

A city spokesperson said, “We are going to strengthen the competitiveness of all our industrial complexes that are currently under construction, and will be under construction, through a systematic and strategic method and a focus on end-users.”
