- 7thLocally Elected Administration Establishes Comprehensive Job Plan, to Carry out 15 Practical Agendas of 5 Major Strategies for 7 Sectors -

Cheongju City has established the ”Comprehensive Plan for Job Measures of the 7th Locally Elected Administration”, which has set a goal of 140,000 people (35,000 per year for 4 years) in 7 sectors, which include direct job creation, vocational competency development training, employment services, and support for startups for the sake of achieving an overall employment rate (ages 15 to 64) of 66%, youth employment rate (ages 15 to 29) of 42%, and female employment rate of 57% by the coming 2022.

In order to realize its vision of ”Creating a Cheongju with Jobs for Enriched Lives, Smile Together Cheongju”,Cheongju City plans to carry out 15 practical agendas of 5 major strategies, which are as follows:
▲ Establishment of a job promotion system optimized for Cheongju,
▲ Creation of jobs through creation of work,
▲ Specialization of jobs according to field and class for creation of employment,
▲ Establishment of job competitiveness through work-life balance, and
▲ Realization of jobs through sustainable social economy.

Each year, the city will promote direct job creation projects connected to various public services such as public employment for youths, women, new middle-aged, and elderly, intern systems for women, social contribution activity projects for retired personnel, and job opportunities for the elderly, as well as continue uncovering job opportunities in the social service sector by linking with government policies.

In the ”Region-driven Youth Job Opportunity Project” opened to the public by the Ministry of the Interior and Safety (MOIS) for the purpose of creating jobs for youths, Cheongju City was chosen for 2 projects in 2018 and 5 projects in 2019. As such, the city will be carrying out work + experience youth job opportunity projects (38 people) and regional settlement support-type youth job opportunity projects (101 people) for the purpose of seeking out jobs that will allow youths to settle in the Cheongju region, as well as establishing a job infrastructure for regional youths by constructing a youth hub center and innovative startup space.

Due to the increased demand for labor in the fields of semiconductors, bio-medicine, and cosmetics, Cheongju City plans on carrying out a manpower training project for youths and the new middle-aged. For this, the city entered the Ministry of Employment and Labor (MOEL)’s Region and Industry-customized Job Creation Support Project and had 4 of its projects selected, and plans to work together with education and training institutions to kick off the project in earnest. The city will carry out the industrial workforce training support project (80 people) and global talent overseas employment support project (20 people), which were selected during the Ministry of the Interior and Safety (MOIS)’s open call project late last year, as well as job performance enhancement education (120 people) for the currently employed.

Additionally, Cheongju City will strive to promote the job search activities of unemployed youths and reduce their employment costs. For this purpose, the city will recruit and select an agency to operate a business suit rental project for youths seeking employment (KRW 40 million in project expenses) that will provide free business suit rentals for job seekers to wear to job interviews as well as consultations on picking clothes and styling. In addition, the city will also carry out a Life Car project (KRW 160 million in project expenses) that encourages long-term employment and helps youths commute in a timely and convenient manner by providing car rental services to youth workers in the OsongBiovalley , which is expected to resolve the commute issues that played a factor in the manpower supply troubles of small and medium-sized enterprises(SMEs).

In order to relieve the mismatch in job recruiters and job seekers and improve employment rates, Cheongju City will work alongside the Cheongju City Comprehensive Job Search Support Center to operate a visiting job search group, carry out job recruitment pioneering activities, operate an audition day to hire talented individuals, and hold the 2019 Cheongju Job Festival, while also holding an open call for job ideas to collect and reflect the diverse ideas of the citizens regarding jobs in the administration’s policies. Finally, the city will provide support to Chungbuk National University’s Job Center and Seowon University’s Job Center to improve career guidance for local youths, enhance the employment and startup capabilities of youths, and help youths enter the labor market without hassle.

Meanwhile, the city will also create an industrial complex to create work, develop Osong’s regional specialized industries (cosmetics and beauty) and bio-health industries, attract KRW 10 trillion in investments by attracting blue chip companies (with a focus on high-tech R&D) in preparation for the 4th Industrial Revolution, and create at least 10,000 jobs.

DirectorPungGyeong-seop of the Job Creation Support Division stated, “In order to refine the Comprehensive Plan for Job Measures of the 7th Locally Elected Administration, we will establish detailed promotion plans of 2019 and review the current state of promotion at each quarter, set up an organic cooperation system with regional networks such as institutions and universities related to employment, gather and reflect various opinions, and otherwise dedicate ourselves to the promotion of the regional job opportunity project.”
