Cheongju will push for comprehensive measures tailored to citizens, such as resolving welfare blind spots and protecting vulnerable groups in preparation for the upcoming winter.
The measures will be commenced for four months (Nov.15, 2022–Mar. 15, 2023). Along with previous measures, additional welfare system will be established to protect citizens' safety. ▶ No worries for this winter with ‘comprehensive welfare’ The city provides customized benefits (livelihood and housing benefits) monthly to 16,800 households (24,600 people) of basic livelihood security recipients to stabilize the livelihood of low-income people vulnerable to the cold. The city also operates linked projects such as confirming their safety and supporting them during the winter season. Welfare blind spots such as potential low-income households that do not fall under the basic living security standard will be relieved through the emergency support system. The emergency support system provides living expenses (approx. KRW 1.54 million for 4 people), medical expenses (up to KRW 3 million), housing expenses, education expenses, and etc. for households earning less than 75% of the median income, those who have difficulty maintaining their livelihood due to sudden crises, and those who have suffered damage from disasters. 24-night patrol groups with 96 people were organized to protect the homeless. The groups will patrol areas where the homeless are expected to be concentrated, and the homeless found will be admitted to two institutions supported by the city (Seongdeokwon, Hanmaum Unemployment Support Center) to prevent people from freezing to death. Didim House, a Cheongju-style emergency support housing, is also operating a total of 23 units*, with 3 additional units compared to previous year. The house will support boiler replacement for 5 households with linkage to KRW 10 million support project and KRW 0.3 million for 4 households with vulnerable housing situations. *Subject: Households in danger of eviction due to disasters, arrears of monthly rent, unemployment, etc. Temporary shelter provided for up to 6 months (23 houses: Sangdang 8, Seowon 9, Heungdeok 3, Cheongwon 3) Furthermore, as the energy crisis is expected due to the war in Ukraine, a total of KRW 73.75 million (sponsorship from the Community Chest of Korea in Chungbuk) was provided to 295 households (KRW 0.25 million each) with a heating vulnerability of 100% or less of the standard median income and who use kerosene or briquettes. With the Chungcheongbuk-do Disaster Relief Fund, 460 people who are subject to crisis case management, including the living alone elders, are provided with items (blankets, underwear, etc.) worth KRW 37 million. To prevent accidents at social welfare facilities, facility safety inspections for items such as gas, electricity, and firefighting will be conducted at about 1,100 social welfare facilities (senior citizen centers, general social welfare centers, homeless facilities, etc.) visited by the elderly and vulnerable groups within the year. Also, a warm-hearted sharing campaign made by citizens is launched, and kimchi, briquettes, and white rice are shared in 43 Eup, Myeon and Dong. The ‘Hope Sharing Campaign Fundraising’ will be carried out from Nov. 1, 2022 to Jan. 31, 2023, and this year’s Chungcheongbuk-do campaign goal is KRW 8.13 billion. Citizens can also share love through ‘Beautiful Donation,’ an online donation service linked to Cheongju Pay. ▶ Discovering and supporting welfare blind spots ‘human safety net’ Cheongju has strengthened the human safety net operated with big data, breaking away from the previous system of depending heavily on welfare system. The net is equipped with an all-round excavation system that includes not only the existing welfare village foreman but also people working in the living industry such as postal workers and meter readers. The dense human safety net system discovers welfare blind spots that can be missed in big data, due to unknown address, moving, and loss of contact. This year, the city conducted a nationwide survey for 217 households whose resident registration and actual residence were different or lost contact, and then linked public and private services such as basic support, emergency support, hospital treatment, and delivery of sponsored goods to 140 households that could be reached. All measures to protect senior citizens living alone will be implemented, and by November, a preliminary survey of senior citizens living alone at risk of being neglected in the winter will be completed, and customized care services for the elderly will be linked to them. In addition to managing the operation of 200 nurse robots with AI functions, which were distributed in May, social workers will help senior citizens living alone instructing them health care methods, cold wave behavior tips, and fire prevention, as well as private support. Actively utilizing the ‘Cheongju Salpimi Annyeong’ safety confirmation app, which is being operated by the city, not only for the elders but also for the citizens in their 30–40s with no relatives and underlying diseases to prevent lonely deaths in single-person households. ‘Cheongju Salpimi Annyeong’ app has a function that sends a danger signal text message to a pre-designated guardian or administrative welfare center manager when the mobile phone is not used within a specified time by installing it on a personal cell phone. ‘Cheongju Salpimi Annyeong’ app can be used by single-person households and anyone who needs a safety check and can be downloaded and installed from Google App Store. A city official said, “A warm winter begins only with the interest and help of citizens.” adding, “We will pay more attention to the voices of our neighbors in need and do our best to overcome the cold winter.” |
