Title Cheongju-si Focuses on Becoming a City Free from Fine Dust

Subject - Implementation of 2018 Cheongju-si Comprehensive Fine Dust Countermeasures -

In order to create a clean atmosphere free of fine dust, one of the 100 specific policy items of the current administration, Cheongju-si has selected 24 agendas in 4 fields aimed at reducing fine dust, and will be implementing the official “2018 Cheongju-si Comprehensive Fine Dust Countermeasures.”

As Cheongju’s fine dust concentration levels are somewhat higher than those of other cities or provinces in Korea, the policy seeks to reduce the fine dust (PM10) concentration and the ultrafine dust (PM2.5) concentration to under 46㎍/㎥ and 20㎍/㎥, respectively, in order to safeguard the health of its citizens.

The first of the 4 fields, “Transportation”, will reduce vehicle exhaust emissions, the result of burning fossil fuels, by supporting expenses to purchase electric cars, supporting the early scrapping of old diesel cars, enforcing the regulations against the exhaust emissions of diesel cars, supporting natural gas buses, and supporting the transition of school buses for children into LPG vehicles.

In the case of expenses to purchase electric cars, the city began with supporting the purchase of 1 car in 2015, and expanded its support to 119 cars in 2016 and 206 cars in 2017. The new project in 2018 has allowed it to secure the funds to convert 4 school buses for children into LPG vehicles, and the support will be expanded further after conducting additional demand surveys.

The second field, “Industry”, will enhance training and inspection in workplaces with atmospheric emissions, supply low NOx burners to small and medium enterprises, non-profit corporations and groups, and apartment houses, and conduct projects to bring about an early change to clean fuel in large workplaces.

The field of “Surroundings” will reduce the fine dust in people’s everyday lives by operating 6 road flushers and 4 road dust suction sweeper cars on the 11 major arterial roads in accordance with the road dust map and road cleaning guidelines drawn up last year, conducting training and inspections on dust scattering in construction worksites, enforcing regulations on illegal incineration, and so on.

In particular, the newly implemented road dust suction sweeper car operation project uses road dust suction sweeper cars to vacuum up the fine dust adhering to the road, and then filters the dust away, making it incredibly practical at getting rid of any fine dust on roads.

The city has already secured KRW 480 million to purchase the road dust suction sweeper cars, and will begin making use of them starting May at the earliest.

The final field, “Citizen Protection and Participation”, establishes speedy fine dust warning systems, installs air pollution information systems, improves the downtown green area ratio, invigorates the operation of car pool parking lots in each region, establishes a policy effect analysis system, and carries out new projects such as the installation of 3 fine dust alert beacons and introduction of IoT fine dust management solutions.

Currently, the IoT fine dust management solution is being test operated to collect and analyze air quality data in real time. This is done by setting up 40 observation points within the city to form a fine dust observation network based on the “MOU to Improve Fine Dust by Utilizing IoT” signed by Cheongju-si and KT corp last December.

Using the collected data, it is possible to establish a speedy fine dust warning system and utilize big data analysis to calculate the wind’s direction and speed to grasp the travel path of the fine dust. Thus, it is expected to contribute to the scientific management of fine dust.

When high-concentration fine dust alert is issued, citizens should keep in mind the 7 measures laid out by the Ministry of Environment to protect themselves from fine dust. These measures are to “1. refrain from going out when possible, 2. wear surgical masks when going out, 3. avoid areas with high levels of air pollution and reduce activity when going out, 4. wash well when returning after going out, 5. drink water and eat fruits and vegetables rich in Vitamin C, 6. manage indoor air quality by ventilating and washing, and 7. refrain from actions that might increase air pollution.”

Park Jong-ung, the director of the Environment Policy Division, revealed, “We will make Cheongju-si a city free of fine dust, a Group 1 Carcinogen, through administrative policies aimed at reducing fine dust and citizen participation movements that people can sympathize with and put into practice.”
