- The Number of Employed Reaches 75,000 Thanks to Attracting
Excellent Companies and Relieving Company Restrictions -Cheongju City, with its current mayor (the 6th mayor to be elected publicly) in his 3rd year in office, is aiming for the number one economy and top Cheongju. With this goal, the City has finally reached 3000 registered manufacturing plants as of April 5, 2017, as a result of implementing business-friendly policies in various fields, including active development of industrial complexes and attraction of enterprises, provision of funding to SMEs, R&D support, and prompt establishment of factories through the renovation of regulations, in order to enhance its image as a business-friendly city. ■The 6th Mayor to be Elected by Popular Vote, Residing Factories have Increased, and the Number of Employed has Increased as WellThe analysis of statistics status of manufacturing plants registered with Factory On, the Factory Establishment & Management Information System (FEMIS), showed that there were 3001 companies which had registered their plants as of April 5. It was reported that the regular workers were 74,909, and non-regular workers were 1,040, and thus the total employed were over 75,000.In 2014, when Cheongju and Changwon were being integrated, there were 2567 companies, which were constantly increased during the term of the 6th mayor to be elected by popular vote, to 2746 in 2015, and 2886 in 2016, totaling an increase of 427. The number of employed has also increased by 7787. On the annual average, 142 plants have continuously increased, and the number of employed has also increased by 2595 every year.The reason why the plants have increased as noted above, was due to the synergy effect of excellent geographical conditions, various company support policies of Cheongju City, removal of unnecessary regulatory measures, prompt licensing and approval of plant establishment, listening to the difficulties of the companies, attraction of excellent companies, and efforts for company supports. ■No-Visit Plant Registration Service and Increase of Reduction Rate for Plant Establishment Approval PeriodUntil now, Cheongju City has conducted ‘No-Visit Civil Petition System’ to make Cheongju City a business-friendly city, and to promptly handle factory registration. This system handles simple civil petitions (changes, cancellations, and withdrawals of factory registrations) that could be handled simply without having to visit the city hall, by fax or mail. Also, by the efforts of the City to reduce the factory civil petition handling period, prompt approval of factory establishment could be achieved, and by conducting factory civil petition satisfaction surveys, satisfaction on handling period, kindness of civil servants, and other suggestions or complaints could be corrected immediately to make the city a business-friendly city. In order to build a factory, at least 17 relevant laws, including Industrial Cluster Development and Factory Establishment Act, laws on environment, and National Land Planning and Utilization Act, must be reviewed, and legal handling period of civil petition on the approval of factory establishment is 20 days, prior examination and city planning deliberation, which are preliminary procedures can be taken to drastically reduce the handling period and minimize inconveniences of the entrepreneurs. In addition, as a result of analysis on civil petition handling period related to factory registration and approval of establishment at the end of last year, civil petition handling period reduction rate was reduced by 40.26% compared to that of legal handling period, and this was 5.06%p increase compared to that of 2015 (as of end of December), which was 35.2%.Furthermore, through Factory On (www.femis.go.kr), which is a factory establishment online management information system operated by Korea Industrial Complex Corporation (KICOX), applications for registration and establishment approvals of the factories are being received, and of the 891 cases of factory establishments or registration civil petitions in 2016, 450 (50%) of them were received online. ■Various Policies to Realize Business-Friendly City and Efforts to Resolve Difficulties of CompaniesThis year as well, Cheongju City, with the help from the banks, is supporting KRW 58.4 billion of funds for business stability and to move into Knowledge Industry Center, in which there is a high utilization of funds for local SMEs. Funding of the SMEs by Cheongju City is receiving highly favorable responses from SMEs within the jurisdiction, because they could raise funds at a low interest, with the process of SMEs receiving recommendations from the City, and receiving loans up to KRW 500 million from the bank, and the City supporting parts of the interests of the loan (3% annually for 3–5 years).The targets for the support are manufacturing, and knowledge and service industries are added. Women companies and disabled companies receive preferential treatments to receive recommendations for at least KRW 300 million for the loan. Furthermore, the size of fund recommendation will be operated flexibly by expanding loan recommendation amount within the budget if the fund request demands increase dramatically for each quarter (4 times a year).Furthermore, we achieved some meaningful outcomes last year, finding 75 cases of difficulties from the companies and solving 41 of them. Plus, 15 of them are currently being implemented in the long-term. This year also, we have found 45 cases of difficulties, in which we have finished reviewing 27 of them and replied to the companies concerned.
