we are doing our best to make Cheongju City a self-contained city with lots of jobs and a desirable place to live in. - Lead the Growth of the City, Create Culture, Arts & Sports Infrastructure, and More – Cheongju City is doing its best with multilateral approaches to create a Cheongju with lots of jobs and become a desirable place to live in, by expanding self-sufficiency and improving settlement conditions in order to increase the population to 1 million.Increasing the population to a million has a symbolic meaning, which could be the basis for strengthening the competitiveness of Cheongju, improving the status of the city, and looking forward to the future, and it is not merely a quantitative expansion to increase just the population, but to attract high-end excellent companies to create jobs, so that the local economy would be revitalized. Plus, by establishing a safe city without crimes, and organizing the city for a clean environment, the top settlement conditions will be provided to the citizens, so they can live a top quality of life. It is a comprehensive plan which integrates all the administrative policies. ▶Revitalize Local Economy & Lead the Growth of the City In order to achieve this, Cheongju City will grow its economic scale even more by establishing major strategies, including the following: △expanding youth employment and strengthening employment support, and creating quality jobs, △expanding employment of the middle aged, the elderly, and vulnerable classes, and △implementing various company supports and improving the investment environment.First of all, in the Osong-eup region, the base for overseas advancement of medical devices and cosmetics will be established by cultivating ICT convergence businesses, bio-pharmaceuticals, and cosmetics and beauty industries, which are the future strategic industries, through the construction of Convergence Bioceramic Matter Centers, Clinical Trial Centers, and Cosmetics Beauty Promotions Centers by 2019.It will accelerate company attraction as well. By creating 21st century type eco-friendly and future-oriented industrial complexes, such as Cheongju Technopolis, Osong Biopolis, Ochang 3rd Industrial Complex, and Oksan 1st Industrial Complex, the City will focus on implementing revitalization of the local economy and the growth of the city by creating jobs.For the space for SMEs, venture companies, and youth & social companies to move in, with the goal of completing in 2018, Cheongju Knowledge Industry Center is being constructed, and for the new growth engine and creation of jobs, KRW 618.3 billion will be invested into old Cheongju Industrial Complexes until 2024 to enhance innovative capabilities of the residing companies, and improve working and settlement conditions. With these efforts, regarding financial scale, the most amount of the government expenditure (KRW 531.2 billion) was secured in the history of the City, and by receiving local tax (KRW 75.1 billion/worth 2 years of tax) from SK hynix, for the first time, age of KRW 2 trillion has been opened to prepare the basis to broaden the width of available funds. Plus, through strategic investment attraction activities and the creation of investment attraction basis, the City has achieved the most investment attraction performances in history (KRW 18.8465 trillion) from SK hynix, LG Household & Health Care, and other major companies. ▶Strengthen Public Safety he City has noted that the common points of world-renowned cities that are considered desirable to live in is that they have economic power and are safe cities that have very good maintenance of public order. Thus, it has applied CPTED technique to establish crime prevention environment early and at the same time try to make a safe city centered on humans without crimes, the City is trying to strengthen life safety by implementing Safe Keeper Service in full scale, establishing CCTV intelligent control system, conducting disaster risk district reorganization projects, and implementing other relevant projects.Additionally, with the opening of the 3rd bypass, the age of 30-minute living circle has now begun. It is planning to accelerate balanced development between the regions by strengthening road accessibility such as by expanding major expressways and city-farm connecting roads, including opening the Musimdong-ro – Ochang IC road, and opening the 2nd bypass Seocheongju-gyo – Songjeol Intersection. ▶Establishment of Culture, Sports, and Arts Infrastructure Furthermore, as we are now entering into the Age of Centenarians, Cheongju City is devoted to constructing a city full of culture and arts all year long, including △constructing citizens sports center & squash courts, △constructing life sports park for the residents, △enlarging life sports infrastructure such as constructing Cheongju indoor ice rink, △creating cultural specialized region project, and △holding 2017 Cheongju International Craft Biennale. In order to create a sensible city where you can enjoy cultural arts and leisure, a Korean Wave well-made drama theme park in connection with Suam-gol, which is famous as a drama filming location, will be constructed, and in the Naedeok-dong, Cheongwon-gu region, which is the site of the previous Tobacco Manufacturing Plant, a cultural arts special district will be created, and cultural arts functions will be supplemented with cultural arts platforms through the urban restoration of deserted spaces, to expand opportunities to enjoy culture by giving support for spaces where citizens can participate. In addition, with the opening of the National Museum of Modern and Contemporary Art, which houses over 10,000 pieces of art works and is the first to be built outside of the Seoul metropolitan area, the longing of Cheongju citizens for cultural arts is expected to be solved. Cheongju City has built Geumcheon Library to be equipped with library infrastructure with the top quality nationwide to spread the joy of reading books through ‘Reading Cheongju’, and to cultivate prestigious reading culture. For the library, the City will purchase 336,000 books to increase the ratio of books per person from 1.2 books per person for the whole library to 1.5 books per person to fulfill various cultural desires of the citizens. ▶Improvement of Settlement Conditions Downtown In order to make a clear and clean Cheongju City, fine dust reduction policies will be implemented in all directions. These policies include, early wrecking of old diesel cars support project, Low NOx burner replacement support project in stack emission businesses, and expansion of eco-friendly electric cars.In addition, the City, in order to improve citizen consciousness on protecting the ecological environment and recycling resources, is operating Cheongju International Eco Complex, and constructing a renewal art center.
