- Rural population in Cheongju has been increasing due to the policy of “returning farm and the country“ policy.

Before integration of Cheongju and Cheongwon, previous Cheongwon-gun had typical characteristic of the country except for new urban districts (Osong and Ochang). So, farming village in Cheongju has been changing dramatically.
For those who want to return to the farming village for their second lives, Cheongju city becomes the land of opportunity.
From the outskirt of Cheongju like Miwon-myeon and Nangseong-myeon that show the images of typical farming village, it takes less than 30 minutes to the downtown in Cheongju. You may be benefited with healthcare, education, culture, and infrastructure in the urban life easily, while it is difficult in the country. The third bypass highway is about to open, and you may access to downtown in 20-30 minutes from any points in Cheongju if ring-shape fourth bypass road linked to the rural community is completed.

Furthermore, you may be benefited with the urban-rural integrated city, which is one of the strengths in Cheongju city. Agriculture is going to be the 6th industry that assimilated with secondary and tertiary process and service industries beyond the primary industry. You may get technological support of convulsed industry in applications with the advanced manufacturing industry and technical skills of future bio-industry. Since it has a large sized consumer market with 850,000 population that has the economic power, it may relieve the problems of the market which are the biggest challenge to the farmers.

Cheongju-city invested 415 billion won on building library, road establishment, sidewalk maintenance, rural market maintenance, and park development project in Ohchang-eup, Ohsong-eup, Oksan-myeon, Gangnae-myeon, and Miwon-myeon by revitalizing programs for general agricultural, mountainous, and fishing villages. With improving rural settlement conditions innovatively, it plans to improve the existing farmers' settlements satisfactorily and to attract people who want to return to the country for settlement.

In order to become an attractive city for people who want to return to the country, Cheongju city pushed forward the following policies;

① Significantly expanding the basic infrastructure in the rural area
② Participating in the community activities with warm hearted mind
③ Inducing return to the country actively

1. Expanding the basic infrastructure significantly in the rural area

Major policies consist of;

▲ consolidated maintenance program with county and town
▲ consolidated maintenance program with the areas
▲ making a creative town.

To improve the settlement condition for those who return to the country, location-consolidated program in Ohchang-eup, Gangnae-myeon, Ohsong-eup, and Miwon-myeon has been pushed forward. In addition, maintenance of infrastructure is planned with the rural county center revitalization project from 2017.

With pushing forward specializing rural prospective resource and plural functional expansion, and making 3 places in addition to Malmi market, Gyesan-ri, and Gadeok-myeon with consolidated maintenance program of Cheongnamdae area, it plans to make its unique rural culture and atmosphere to support settlement and others through pushing forward town business that meet characteristic and condition of the area.


2. Participating in the community activities with warm hearted mind

Major policies consist of;

▲ connecting new incomers who returned to the country with mentors
▲ operating settlement supporting program for new incomers who return to the country.

Because the biggest challenge for returning farmers is unique rural culture and atmosphere that are different from the city life, villagers like village foreman or cooperative unit that may help them closely should help new incomers be settled well with farming technical supports.

On the other hand, the local government supports assisting farmland and empty house, moving procedure, teaching farming technique by resident type, and consulting with the settlement support program. The local government plans to extend the field trip and technical education for farming based on the number of prospective incomers until 2016.
3. Inducing return to the country actively
Major policies consist of;

▲national promotion of returning to the country
▲operating adoption school to people living in the country.
Meanwhile, though Cheongju is not a preferred city for those who want to return to the country due to relatively high land price compared to the other rural county areas nearby, the number of incoming residents to Cheongju from the other areas is constantly increasing due to increased demand of people who want to be benefited from urban infrastructure, country life after retirement, and change of lifestyle.
Thus, Cheongju city empathizes that it is an urban-rural integrated city, and plan to promote nationally that Cheongju is the most perfect city for new returning people to the country because of warm hearted people, benefit of urban infrastructure nearby, and the active administrative supports from the city. Also, for newly returned farmers, the city plans to operate adoption school to help them adopt to the rural life and learn new farming technique from next year.
Mr. Oh, 54 years old, who is a former businessman in Seoul and does not farm in an orchard at Miwon-myeon, Cheongju, said,

"I decided to move Cheongju because it is relatively close to Seoul and the downtown is close," and he added "it was very strange at the first time though. Villagers helped me like their family member, so I could harvest apples successfully within two years."

An official in Cheongju city said "Reversely changing handicap of an urban-rural integrated city into the benefits, the city will lead the changes of rural community to improve the 6th industry, and the individuals and the local government will cooperate for the city to be a successful case for those who return to the country."
