Title	2017 budge focused on "Enhancing local competitiveness to leap toward 1 million population"

Subject	- Budget has increased 12.11% year on year, total 1.741 trillion won - Cheongju is submitting the "2017 budget" to city council on November 21(Monday). The 2017 budget was expansively organized within the range of maintaining financial integrity such as compliance with festival, event and private subsidy, execution of advanced procedure of budget organization, advanced redemption of municipal bond. Entire budget is 2.741 trillion won which is 12.11% increase(224.1 billion won) year on year. General accounts is 1.8004 trillion won which is 13.65% increase(216.2 billion won) year on year. Special accounts is .737 trillion won which is 2.95% increase(7.9 billion won) year on year. Major factor of increased tax revenue is due to increase of local taxes and local income tax due to attracting business investment, increase of shared tax due to expanded inland tax of governmental budget, and increase of positive fund balance due to excessive tax revenue estimation. Local tax is 499.5 billion won which is 24.99% increase(99.9 billion won) year on year. Shared tax is 382.7 billion won which is 7.62% increase(27.1%) year on year. The city conducts stable debt management by lowering the 2017 budget compared debt rate including high-interest municipal debt (3.5%) advanced redemption of 20 billion won to 1.%(26.8billion won) year on year. The fiscal self-reliance ratio was 33.12% which is 3.13% increase compared to the initial budget of 2016, and financial independence ratio was 59.39% which is 0.13% increase, which indicates improved financial integrity. Expanded finance will go to concentrated investment to enhancement of local competitiveness for leap to 1 million population. the city has set its fundamental direction as ①creating the best environment to grow children in Korea ②improve settlement environment ③expand business attraction ④expand job opportunities ⑤balanced local development. Also. the city is maintaining the investment toward the improvement of residential convenience and public welfare stability. The city authority said "From 2017, the city will realize the complete free child care linked to childbirth grant policy and dramatically improve nurturing environment.
