Cheongju City announced that it is promoting the 5th Fine Dust Seasonal Management System in earnest to protect the health of citizens ahead of the winter season, when high concentrations of fine dust often occur.

The fine dust seasonal management system is a system that implements measures to reduce and manage fine dust emissions from December, when the concentration of ultra-fine dust (PM-2.5) increases, from December until the end of March the following year.

During this period, many pollutants are carried in the winds blowing from the continent due to increased energy consumption for heating and the influence of the Siberian air mass, and high concentrations of fine dust stay on the ground longer due to atmospheric stagnation.

Accordingly, the city has formed an emergency countermeasure headquarters centered on the head of the Environmental Management Division to focus on four areas: disseminating emergency reduction measures; publicizing residents and protecting sensitive groups; special management of fine dust emission sites and ; removing and reducing fine dust.

When issuing fine dust warnings and emergency reduction measures, the situation is displayed on six electronic boards and 13 fine dust alert signals so that citizens can take action in real time, and owners of Class 5 vehicles are informed of driving restrictions and fines through text messages.

In addition, behavioral tips will be quickly disseminated through SNS and text messages to various facilities including daycare centers and welfare centers for the elderly, as well as to the general public.

In this fifth seasonal management system, the restrictions on the operation of Class 5 vehicles will be further strengthened. The crackdown area will be expanded from the previous “Seoul, Busan, and Daegu” to “Seoul and six special metropolitan areas (Busan, Daegu, Gwangju, Daejeon, Ulsan, and Sejong). The crackdown will cover all Class 5 vehicles registered in 17 cities and provinces nationwide.

In addition, it plans to crack down on illegal incineration sites around people's living environment, such as construction sites that are the main culprits of fugitive dust and businesses that emit a large amount of air pollutants, as well as rural areas and construction sites, and conduct soot crackdowns on diesel vehicles operating on major roads.

In addition, the city will operate a monitoring group to prevent illegal excessive emissions of fine dust to patrol air and odor emission sites and monitor environmental pollution activities, and designate intensive management roads in vulnerable areas and high-traffic areas to operate road dust suction vehicles and spraying vehicles at all times.

A city official said, “We are doing our best to reduce fine dust for the health and safety of citizens.” “When the concentration of fine dust is high, please wear a health mask when going out,” he said.

“From this year, the Class 5 vehicle enforcement area has been expanded to the neighboring areas of Daejeon and Sejong, so owners of Class 5 vehicles are urged to promptly implement low-emission measures.”
