New projects of Cheongju in 2024 will bring changes to the city!

There will be several newly introduced or revised policies in various sectors, including welfare, transportation, environment, culture, and public health, in 2024 to promote citizen’s quality of life.

There are major policies exclusively implemented in Cheongju. The city is expected to expand the number of free local bus transfers, recycling resources exchanging projects, subsidies for school meals during vacations for underfed children, and subsidy programs for Cheongwon Saengmyeong Rice contract cultivation fields.

- New policies in urban construction planning in 2024

The city's construction regulation was partly amended·and implemented on Dec. 22, 2023 to mitigate limits on building heights for solar access.

The height limit used to be based on nine meters in residential areas. For parts lower than 9 meters, more than 1.5 meters must have been apart from the boundary line of adjoining building sites, and for parts higher than 9 meters, more than half of the building’s height needed to be apart. From 2024, the standard height will be mitigated to 10 meters from 9 meters.

The growth management planning system for the non-urbanized areas goes into effect on Jan. 1. 2024. The new system enables planned development and proper management of areas with the possibility of sprawl among non-urbanized areas, such as regions under management, green space, and natural environment preservation areas.

- Welfare systems customized for the vulnerable

Cheongju is planning to provide smoke masks to the facilities used by vulnerable groups such as seniors and people with disabilities who have difficulties in prompt evacuation. The city is aiming to help swift initial response and secure golden hour in case of fire in public buildings.

The city also plans to provide KRW 50,000 in reward to those who discover and report vulnerable households. If the reported household were selected as a recipient under the National Basic Living Security Act, those who filed the report can receive the award at community welfare centers.

The school lunch subsidies during vacation for underfed children are increased from KRW 8,000 to 9,000 per meal from 2024. Allowances for children discharged from out-of-home care are increased from KRW 4,000 to 5,000 a month.

The city is slated to provide one-on-one care during the daytime for people with the most severe developmental disabilities from June 2024 to ease families' burden of caregiving.

Nationally, the bar for the eligibilities for basic living costs, housing benefits will be lowered in 2024. Additionally, the support and subsidies for senior job placement and subsidies for second birth and parental voucher will be expanded.

The subsidies for children aged 5-18 to attend sports lessons will be expanded to KRW 100,000 monthly. The eligibility for sports lesson support for people with disabilities will be extended to ages 5–69, and KRW 110,000 a month.

- Projects to protect the environment, including incentive programs for recyclables exchange

The items and incentives for exchanging recyclables will be expanded. The newly included items are cans and glass bottles (20ea), and the recyclables can be exchanged for environment-friendly EM washing soaps and facial tissues in addition to the current 10 Cheongju Coin (KRW 500), reusable trash bags (20L), and 2 rolls of toilet paper.

The city has provided rewards for collecting used agricultural pesticide bottles. However, the subsidies stopped by the year's second half due to limited budgets from the Korea Environment Corporation. From 2024, Cheongju will provide subsidies with its budget to prevent environmental pollution derived from abandoned empty agricultural pesticide bottles regardless of the corporation’s budget.

Furthermore, the designation and notification of the light environment management area in Heungduk-gu, Cheongju, went into effect on Jan. 1. 2024. Owners, occupants, and managers of the artificial lights in Heungduk-gu must abide by the admitted limits of light-emitting.

- Parking lots to start collecting fees; transfer to local buses up to three times without charge

The parking lot of the Cheongju Early Printing Museum will no longer be free of charge. The fees will be charged by Cheongju’s ordinance on parking fees of subsidiary parking lots. However, free parking coupons will be provided for visitors to the Cheongju Early Printing Museum, the Modern and Contemporary Printing Museum, and the Metal Printing Education Center.

Moreover, citizens will not have to pay admission fees for Okhwa Recreation Forest starting 2024, and standard parking fees for parking towers will be newly introduced. The parking fees are KRW 1,500 a day for compact cars and KRW 3,000 for medium-sized vehicles. The costs will not be charged for those who use the accommodation, camping site, or multi-purpose room, people with disabilities, or patriots and war veterans.
Free local bus transfer will be expanded from twice to three times starting 2024 as well. The project aims to ease citizens' inconvenience derived from local bus route changes adopted last December.

- Policies to support rural communities, such as gaining brand prestige for Cheongwon Saengmyeong Rice

Subsidy programs for Cheongwon Saengmyeong Rice contract cultivation fields participating in improving soil fertility, such as straw application and green manure crops, will be changed next year. The project used to simply provide subsidies to support primary income. After the change, KRW 500,000/ha of subsidies will be provided only to the farmhouses that produce high-quality Cheongwon Saengmyeong Rice to promote the quality and brand value of the variety.

- New public welfare systems for residents' physical well-being and happiness

Projects that support assisted reproductive technologies using frozen eggs will receive applications from April 2024 on a first-come-first-served basis. The project aims to partly subsidize the costs of assisted reproductive technologies using frozen eggs.

Support program for infertile couples provides part of National Health Insurance out-of-pocket and uncovered services for those who reach out for assisted reproductive technologies such as embryo transfer or artificial insemination. The income limits, which used to be lower than 180% of standard medium income, were removed, which enables more residents to benefit from the project regardless of their income level.

In addition, the following services will also remove income limits: medical costs support for high-risk pregnancies; support for congenital hearing loss tests and hearing aids; and medical cost subsidies for premature and congenital anomaly infants.

"Cheongju will actively explore the city administration that brings tangible changes and promotes the quality of residents' lives," a city official of Cheongju stated. She Added, "We will focus on promoting policy changes via multiple outlets, including the city website and social media."
