Title Smart Evolution of Cheongju CCTV Integrated Control Center

Cheongju City is constantly installing CCTV for security in the child protection zone and crime-prone areas for the safety of citizens.
In July 2014, since the launch of Integrated Cheongju, CCTV Integrated Control Center is being operated on the 6th floor of Cheongwon-gu Office, and 32 monitoring staffs are working in double-shifts in 4 groups to conduct integrated monitoring in real time on the 3,018 CCTVs for security, traffic, and disasters.
Through this, real-time response to violent crimes, and provision of video information data have been increased, and the 5 major violent crimes in Cheongju region has decreased by 1,037 cases from 17,173 cases in 2015 to 16,136 cases in 2016, to be reduced by 6%, and the arrest rates were increased by 4.38% from 73.87% in 2015 to 78.25% in 2016. Thus, it is playing a huge role in making safe city Cheongju.

▶ Smart Evolution of CCTV, ‘Intelligent CCTV’

However, the current operating system is monitoring over 350 CCTVs per person, which means that it is difficult to respond promptly to various incidents and accidents.
Accordingly, in order to reduce difficulties in controlling with naked eyes and for efficient control, Cheongju City built an Intelligent Video Analytics, and applied intelligent solution in 427 CCTVs in 111 stations.

This system establishes detection zone in the fixed camera, and if an object such as a human or a car enters into that zone, rotating CCTV camera enlarges the object to recognize abnormal behavioral patterns such as falling down or wandering of a person, and license plate numbers to inform the Center, and the monitoring staffs determine risky situations and if it is indeed an emergency situation, immediately inform the residing police officer.
Cheongju City will invest KRW 300 million for the CCTVs that have not been applied intelligent solution, and additionally build 200 CCTVs in 50 stations by June to improve to a smart control system.

▶ Launched ‘Cheongju Safe Keeper’ Service in January 2017

Cheongju City had completed making a Cheongju Safe Keeper App last year, for the safety of the citizens returning home late at night, and started the service for the citizens from January 2017.
If you download Cheongju Safe Keeper App on the smartphones and start the service, when an emergency situation occurs, if you shake the smartphone, siren will ring for 3 seconds, and the SOS text messages will be sent to the pre-registered guardian. At the same time, emergency alarm will be expressed at the control center, and the image of the scene and the voice will be automatically transmitted to enable prompt response to the crime.
Above all, for the first time in the country, a function of simultaneously sending the image of the scene taken with the smartphone and the voice to the control center will be applied, to be used as a more definite material in arresting the criminal.

City officials said, “We will give our best efforts and install 161 CCTVs in 61 stations by June to prevent theft of agricultural products in the farming regions, and in the crime-prone areas such as residential areas and alleys, to make a safe and comfortable Cheongju for the citizens.”
