- Enhancing various inspection on business safety management condition -
Cheongju is focusing on building the foundation for safe city. On the twelfth, the city conducted safety inspection in construction field related to Heungdeok-gu Oksan-myeon crane accident, enhanced facility safety management and ordered safety inspection to companies that deal with harmful chemical material. ▲ Inspecting various business safety management condition In order to resolve the safety frigidity in construction sites, whether the "construction sites accident prevention measures" is well implemented is the focus of inspection. The field inspection targets are gas, dynamite using construction sites with risks of accidents excluding small-sized constructions (under 5 billion won), temporary facility construction, construction sites using machinery and also the small private business contraction with insufficient safety management. Through this inspection not only the safety management plan, facility structure safety, construction condition but also the safety management condition of gas and harmful material storage, lack of safety consciousness of safety officer, manual implementation condition and every other conditions. As for the result, the minor problems were ordered to be fixed and the construction sites in high risk are taken immediate actions and will be under continuous monitoring until the risk factors are all removed. ▲ Enhancement of facility safety management To enhance facility safety management, the city conducted simultaneous and regular inspection targeting 1800 special management facilities. The various risk factors are removed, established emergency evacuation plan system, and inspected focusing on safety accident report guidance, initial countermeasure and evacuation methods. The city has corrected the minor problems in the inspection, and for the facilities with higher risk of disaster, the city designated manager for each facilities and will continue to monitor until the risk factors are removed. ▲ Safety inspection to companies dealing with harmful chemical materials Also, the city conducted safety inspection on companies dealing with harmful chemical materials. In 2016, the city conducted self-inspection to 117 companies and joint inspection with Ministry of Environment to 7 companies. The city has conducted through inspection on individual protection gear for chemical accident, proper arrangement and operation of prevention medicine, handling standard of harmful chemical material and prevention material management condition, report and safety education of harmful chemical material management officer. This has contributed to prevent relevant accidents by conducting post management for the problems. ▲ Expanded building chemical material business management information system (DB) Cheongju-si has completed creating information management system (DB) on 58 harmful chemical material businesses in industrial district last May. In the system, there are general information of each businesses, chemical material handling condition, storage condition of harmful materials, prevention facility and equipment condition. Especially, it contains specific image file of blue print, prevention equipment location, plumbing line valve installation and types which are in constant management. Based on the data, the systematic management of the businesses is possible. The system construction has enabled quick and correct apprehend to the information of businesses including their chemical materials in case of accidents, which would lead to active emergency countermeasure. It is highly praised by fire department and other relevant offices, so the city plans to expand DB construction gradually in the future. ▲ Hosting chemical material manager council for each terms Cheongju-si hosted council meeting each for Cheongju Industrial complex, Ochang, Oksan Industrial complex and Osong Industrial complex every term to construct mutual cooperative system between the companies incase there is actual chemical accident including personnel and equipment support. Also, when there's meeting, the city provided education to improve thorough facility management and chemical accident prevention measures of chemical material mangers. The companies authorized to use harmful chemicals must receive regular inspection for the facilities every year. Such education will contribute to improvement of regular inspection countermeasure ability. Park Dong Gyu, the head of department of safety policy in Cheongju-si said " the city will quickly reform problems by inspecting the business sites and check if the safety management system is well operating in sites.
