- Opening on October 12… Perform as center of Chungbuk environmental education as an exclusive ecological environmental educational facility -
Cheongju International Eco Complex, one of the core project of Cheongju-si stepping up to be the ecological cultural city has opened up on October 12. The city was selected as leading sustainable eco-friendly city in 2012, received support from the Ministry of Environment and built Cheongju International Eco Complex in Cheongju-si Munam ecological park. The complex will provide education program about the nature and ecology, and experience programs as an ecological environment education facility to plant importance and value of the nature and environment to our citizen, especially to our future generation and open the new prospect of Cheongju as ecological cultural city. ▶ Construction progress Munam ecological park which was Cheongju-si landfill for 7 years from 1994 to 2000, wen through site stabilization and environment purification period and park project from May 2008 to January 2010 and completed in 2010. When the park was constructed, the city planned to switch the site in eco-friendly urban space, but the city lacked in facility and program to clearly show the ecological park, and felt the need to secure its identity. So the city participated in 2011 Ministry of Environment sustainable eco-friendly city contest and was selected as leading sustainable eco-firendly program the next year and finalized the Cheongju International Eco Complex project and received 5.14 billion won from the Ministry of Environment, combined 2.5 billion won budget from the city and promoted the program with total 7.64 billion won budget. Also, on May 2013, the city began design working of Cheongju International Eco Complex, and wen through Cheongju International Eco Complex promotion council composed of environmental organization and expert and finished the design work of December 2014, and completed construction on June 2016. ▶ Facilities of Cheongju International Eco ComplexOn 5485.45㎡ site, there are environment center(1720㎡), education center(748㎡), and there are outdoor facilities such as Korea arboretum(7624㎡) and primitive wildlife experience facility( 4263㎡). The park is equipped with solar energy generation and used underground geothermal energy, and constructed green building which is certified as eco-friendly green building and energy efficiency of building. In environment center, there are auditorium for environmental lecture or ecological academic exchange, exhibition room for displaying green culture art support and environment, laboratory for ecological science education experiment, discussion room and extracurricular activity room. Also, the education center is equipped with accommodation, cafeteria and seminar room for lodging program. ▶ Facility management and operationCheongju International Eco Complex has decided to contracting out for efficient operation and facility managment. Cheongju-si has analyzed pros and cons of direct management and contracting out, has decided after comprehensive consideration in publicity, effieciency, professionalism, correspondence and facility maintenance. To select the partner for contracting out on May 2015, the city published a bid for organizations and non-profit corporation in ChungCheongbuk-do relevant to the field of environment. Therefore, the city hosted presentation for facility at the the Eco Complex targeting bid participants and to the public, and selected assignee fairly and transparently with assignee selection inquiry commission. As the result, Poolggum Environment Foundation was selected as assignee and signed consignment agreement on July 27. Since August, the foundation started consigned operation and is in preparation for operation such as preparation for opening and training environmental education personnel. ▶ Opening of Cheongju International Eco Complex, and Program operation plan Cheongju International Eco Complex has completed the preparation for opening and started to operate since October 12. At 2PM on October 12, the complex will hold opening ceremony from October 12 to 16 and hold Sotdae exhibition, ecological environment book fair, photo exhibition( Bird, today of Musimcheon and Mihocheon). On October 14 and 15, "Let's play, nature", the Eco Complex exploration experience program and carpentry experience program for brave children will be held on each day. Also, the complex will continuously hold environmental education such as ecological observation and climate change, experience observation program such as "Ggachinaedeul ecological environment exploration & camp" around Eco Complex such as Munam ecological park, and Michocheon, and "Eco Complex nature school science class" which is a science experience program in laboratory facility to learn scientific approach to environment. Also, from 2017, the outreach environmental ecological education and field education program that was operated by Cheongju-si will be conducted at Cheongju International Eco Complex, and dispatch instructors to organization or school which want environment edducation, and the education program will be held in places with ecological value in Cheongju-si for outreach program. Cheongju International Eco Complex plans to promote various projects including experience programs and ecological environment education, first, the complex will vitalize local environment education by developing and disseminating textbook and education tool for local characteristics, second, the complex will train professional environment education personnel and open up the civic environment instructor course for training, and utilize the personnel and environment instructor working around Cheongju-si. Third, the complex will support environment education conducted by the environment education organization, and plan to consider proper direction of environment education by understanding the current condition, and conduct customized support project. Finally, the complex plan to promote necessary project to expand and practice environmental awareness. ▶ Symbolic definition of Cheongju International Eco Complex,Cheongju International Eco Complex is the site of material cycle which has reborn from the abandoned landfill to the ecological park where the new life grows. The joint of Mihocheon and Musimcheon where Cheongju International Eco Complex is located is the stream wetland where migrant bird inhabits. It is habitat for various animals, and the center of stream ecosystem, the link to ecology and culture, and the complex is memorial facility of Cheongju-si. Also, the complex introduced renewable energy such as solar and geothermal energy, and built energy self-supporting architecture, which will be the symbol of Cheongju, the city of life and culture, and the ecological paradise born from landfill. Cheongju International Eco Complex is a fruit of cooperation. From the planning to design, installation of leading sustainable eco-friendly city, Cheongju-si and environmental organization civil experts composed Eco Complex promotion commission accomplished the project based on cooperation through discussion. On the level of operation, the city has consigned the operation to private sector to concentrate private and professional capability, and set the exemplary case of public-private partnership with administrative support.
